Considering the delay between the apply and issue of the identity card for foreigner, the Ministry of Labor and Employment has recommended to the Ministry of Justice, in 2010, the issuance of a draft document that would allow to the foreigners the exercise of their rights and obligations. Unfortunately, to the present day, the Ministry of Justice did nothing regarding that recommendation.

Considerando o prolongado tempo de demora de emissão do cartão de identidade de estrangeiro, o Ministério do Trabalho e Emprego recomendou ao Ministério da Justiça, em 2010, a emissão de um documento provisório que permitisse ao estrangeiro o exercício dos seus direitos e obrigações. Infelizmente, até à presente data, o Ministério da Justiça nada fez quanto à referida recomendação.
